It recommends context-specific and culturally embedded counter-narratives, collaboration with community voices, education, social media dissemination and the use of narratives to increase the impact of counter-extremist messaging.
It argues that a strategic deployment of narrative to foster empathy, dialogue, and unity can be used to erode the appeal of extremist ideologies and generate social cohesion.
