This report analyses the impact of the Covid-19 pandemic upon radicalisation as it happened, drawing upon a wide range of research to examine how the impact of the pandemic – and the measures designed to counteract it – have fed into pre-existing tensions. It analyses the likely short, mid and long-term impact of Covid-19 upon radicalisation, pointing out that the psychological impacts of trauma and isolation have given rise to an efflorescence of conspiracy theories. Meanwhile the failure of the state to support vulnerable citizens has increased a sense of grievance. In some instances, extremist and criminal organisations filled the lacunae left by the state. The report draws out the implication that states and the international community need to make an effort to support vulnerable citizens to prevent them from being drawn into radical groups.
