The fourth report was developed out of recognition that while climate change is currently realised as a threat to human well-being and the future of the planet, the interactions between climate change and radicalisation are not sufficiently mainstreamed or integrated as connected issues. However, climate change is a potent ‘threat multiplier’ which increases the pre-existing risks of radicalisation through climate disruptions and the erosion of traditional means of life, particularly for marginal populations and states which are already fragile. There is also the likelihood of mass movements of climate refugees which will further inflame political tensions in the global North. The report concludes with an urgent call for recognition of climate change as a factor in radicalisation, which needs to inform policy making in this area.
